How can I slow down my play stations internet connection?

-Preferably with software I can run on my desktop.dowload somthing on the same internet adapter and then go on the internet on ur ps make sure the thing you download is huge though
Why would you want to slow it down? I heard of wanting to speed things up but not slow it down.
