IP address locator website?

-Do you know a real website which can look up IP addresses and find the address with out having to pay? I am not a stalker or anything lol but I am buying a pet online from a small breeder & want to know whether that person is reliable & is telling the truth about where she is/lives. About the best you can do is to be able to tell what ISP has given them the address. That will give you a general location for the person. For example, it they are given the IP by an ISP in Phoenix, they are most likely somewhere in Arizona. But that is about as close as you can get.



http://ws.arin.net/whois/ is a site that will tell you who owns an IP address (the ISP or company it belongs to). That is as close as you can normally legally get to who is using an IP address.
