They're typically locked down to the point where you can't do anything with them in the first place.
As for a router, if you think you're going to practice for your CCNA with a friggin' off-the-shelf home router, think again. Hunt down an old Cisco 2600 series router and get the proper cable and a terminal emulator.
If you go to cisco.com, they have some free learning tools. You have to sign up, but it's free. Also instead of purchasing a cisco router, you can download a cisco emulator. An emulator will let you practice configuring the router. It is the same software that is on a hardware router except you can't plug a physical device into it.
