I bought tata photon+ n m pissed with its speed...please help?

-i bought a tata photon+ but the speed is too low sometimes it is 2 or 3 kbps..i have installed vista...is the problem with vista...i heard vista is responsible for slowin down of internet speed....please...i pay 900 bucks per month....n m pissed of this speed
