How to slow internet speed for computers on the same modem?

-My brothers annoys me and i want to slow his internet speed downstairs on the desktop so he cant search google from my laptop upstairs.

is it possible thanksI am assuming you are using a router, and if you are then set priorities in the router. If you aren't then you can try finding a slow proxy server that you set up his computer to use.
