-You have to buy a WiFi device(worth apporx INR 1500) which looks similar as pen drive and connect to your PC , after that you have to create ADHOC network from network and sharing center(for windows vista and higher) . After the creation , when you will search WiFi network from your phone it will be visible and you can connect to the PC .
For sharing something you have to provide rights to the network.
