How do i look up someones location with an IP?

This will give you the general location, not his exact location. You would need a court order to get more.

Just do a search with the IP. The information is public and there are websites that will tell you the region and ISP.
There is a website that lets you do that. You have to google "look up ip address" it should be the first or second
